Is it normal to request my soc sec # for a building permit?

Preparations have started for construction of an addition to a home I own in Puerto Rico.  The plans are done and I was sent an information sheet to complete for the permits.  I am concerned that a request is being made for my social security number. 


I have done construction projects in the mainland US but not in PR.  I have never been asked for my social security number and am concerned about identity theft. 


Is this a common requirement for obtaining a building permit in PR?  Has anyone else had to provide it?  Why would it be necessary and what steps are taken to protect your information?

There is a 10% withholding tax on any services provided in PR, including professional services such as plumbers, carpenters, lawyers, etc. 


Your client will withhold the 10% on your invoice if he follows the rules and pays his taxes; otherwise, he cannot deduct your services from his company taxes.  He needs your SSN to do this.  You get credit for the withholding when you file taxes on the money you earn in PR.   


Unsurprisingly, many do work under the table, which can have serious consequences.
