For information, I found out you can top-up your electricity balance at Electra shops. There is one in the city centre (Plateau) about 50m SW of the US Embassy, on Rua Serpa Pinto. There's another in Achada de Santo Antonio, on the street at the side of Hotel Santiago, past the Jamaican food place, opposite the Cedeao offices. For some reason they weren't appearing on Google maps.

It is not possible to "top up" one's electricity service if you have a direct account with Electra! There is a different form of service which is PRE-PAID where the client is provided with a meter. The clients must charge the meter before they can use electricity. Once the pre-paid charges are used up, the client must again pay in advance for more credits.

The cost of service is the same regardless of the manner of payment.

It costs about 44 CVE per KWh, including taxes and meter charges.
