Below is answers of your questions:
1- Telecommunication system in not as good in Myanmar as other other part of the world, like India, Malaysia, Thailand, Pakistan. Low connectivity or weak signal problem occur some time. But its ok to communicate on off peak hours.
2- You can video chat with your family through skype or paid calls in net cafe. Performance depend on the connectivity you got. You can use internet from home, if you have local telephone connection after paying internet subscription fee and its not expensive.
2- Charges for internet or mobile calls and connection is quite high. You can find internet cafe every place (specially in down town areas. If you use local mobile sim, you can access internet after paying subscription fee which is not expensive.
3- You can bring any mobile handset or laptop and can configure it for internet connection even for Wi-Fi.
