Captain hindsight here, but why didnt you declare the passport stolen the moment the land lady took it (which it basically was), then go about getting yourself a new visa the normal way on your new document?? Would have been cheaper and less stress than paying any over staying fees.
Captain hindsight , that is a perfectly reasonable question but to most people it would b a Concorde (whoosh)
Just come back from a fishing trip. Past a Chinese oil rig, saw some bloke called Jag waving a bunch of dong around, said his got loads of MONEY.

If you were a genuine Buddhist, ( not like the fakes around here, who eat meat, and are cruel to animals ), you might get that chance to die many times.
So a rooster is not a chicken ? Well if I got to die many times I would at least create some time consuming activities for those that celebrate the dead

All Vietnamese hotels are supposed to do it - yes there are some, which can do with a photocopy, however, try to use some of the not international hotels, then they will keep it for the police.
I have experienced it myself - 8 days and I had to pay USD 100 in HCMC.
I had a family member living in the Mekong Delta and he forget to renew the visa for 4 months
and it cost him USD 700.
Honestly, I think pay the fine is the only way out. Can your embassy pay and collect from you, when
you return to your home country?? I know some countries can do this, but that is normally when the
passport/money etc have been stolen.
I'm not sure what the laws are here about this. Remember, your passport is not your personal property. It is issued by and belongs to your government. In effect, it was stolen from you by your former landlady, who should be the one to pay the fines. Talk to a passport agent or lawyer you trust. If all else fails, find a way to pay the fine.
The only quick solution I can think of, is to get out of Vietnam through one of the unofficial border crossings into say Cambodia or China. Apply online for visa on arrival using your second passport. that way you can get back in.....

Yeah, I forgot you marry the family as well, I'm one of the lucky few, both in laws are deceased, the other siblings are a rare breed in VN, they understand my need for privacy. and hardly ever bother me. ( unless they want something made or fixed, of course, but what family doesn't do that? ).
Can you imagine what it would be like to b discarded after u have served your usefulness ( bit like a male tarantula). That would not be something to look forward too. Bit like a sheep that has a very peaceful existence in a beautiful setting and then someone comes along and eats your back leg !

Moneygram and Western Union operate under US banking rules WHICH REQUIRE TWO PIECES OF PHOTO ID.
If the OP has lost his PP that requirement might prove a challenge. He might have to use a trusted friend to get the money from these outfits.
