Studying at university Tripoli

Hi, been living here in tripoli now for 2 years. I have two daughters who studied A levels in England received high grades. They have registered at Tripoli uni to study medicine only to be told they must take the adad course (like foundation course), as A levels are just classed as normal high school qualifications and they were told every student must study adad this year. Problem being is that the course is in Arabic, of which they have some difficulty with (medicine is studied in English). We have been to all the lecturer's and head of adad who promise help but then afterwards forget and don't care. Yet a few students we have met who studied in UK stated that adad is not required if a student has A level qualifications. If anybody out there knows of anyway around this please reply. Thanks!
