I really don't know anything about Samui. Having said that I do know that in Chiang Mai several groups use meetup for activities. You could start your own group and let the group network it's resources. From what I've heard (I don't know specifically) it's not a big deal and there is a nominal cost to start your listing. There is also a site called retirecheap.asia. Membership is $10 a month, last I knew. There might be some resources within that group. If you sign up, look at the sign up carefully. If you don't select a tab during the sign up you will get recurringly billed.
