What is the procedure to transfer the title when buying a used car?

Hi, everyone, I am new here and I have decided to buy a used car from the Clasificados website. What is the suggested procedure to transfer the title?

In some states, both the seller and buyer need to go to DMV to finish the transfer, while in some states, sellers do not necessarily go with the buyers, just giving them the title. I am not sure how things work here.

On the PRelocate website, it suggests 5 steps: (1) Craft a Bill of Sale; (2) Make the Payment; (3) Go to a Notary; (4) Buy Stamps; (5) Transfer the Title. The link could be found here:

Do we have to go through such a complicated process when buying a used car? Or, we can just go with the seller (title, car, marbete, etc.) to DTOP directly?

If both seller and buyer have the CESCO digital mobile app you can do part of the process there.  In any case, the app gives you a pretty detailed explanation of what you need to do. Hope this helps!
