Fristly You cant unless you have been working in Belgium for a year. If you have been working for a year then you would normally go to the VDAB I think its called or VAB (The wording confuses me) Were you would register yourself also if you go to the city hall they will likely be able to help and give you an address of your local vdab

Here I goggled a bit and came up with this it has the names for the french and brussels version of VDAB good luck

Depends on your circumstances as to whether you are entitled to unemployment benefit.
Go to your local VDAB, they give you information and help about finding work and your entitlements.
