help with paying the rent

Hello, I'm new here, thinking bout moving to England to be with my boyfriend. He currently lives in the Ilford area in Essex. He mentioned that the state is helping his mother pay the rent. We have a similar system in Finland where low income people get help with paying the rent. My question is, is his mother a special case (since she is unemployed, most likely due to medical reasons) or is this common in England? If so, who gets this aid?
