Is it best to start applying for jobs shortly before leaving the uk or wait until we arrive in Malta

There is no right or wrong answer. I know people that have done it both ways and have been successful and some that haven't. There is certainly no harm in trying before you leave.

Thanks for the advice maybe I will put a few feelers out before going

Be prepared for most, if not all, your emails to go unanswered.

Ok thanks may I ask how you managed to find work? Did you wait until you got there

I am early retired (smug mode on) ;)  but I know this to be true in many cases as others have similarly commented.
A lot of previous advice was to come out here, with CV's and then do the rounds yourself.
The Maltese prefer to transact business like this face to face as indeed they do in other matters.
They are also, generally, very poor in responding to emails at the best of times.

- That.

In my preparation to move from the UK to Malta, I've sent countless emails out for jobs and general inquiries. I got a reply from one (an aviation media company....and it was a very nice reply), but have heard nothing from the many, many others.

Personally, I'm going to leave it now, and try again a little before the time I know for sure to be moving, and of course (and if needed), once on the island.

Others have given me the same advice.

Good luck :)
