My current employer didn't deposited my salary for 8 months.

can I transfer my Iqama without his approval?

Write a letter to the King explaining your situation.

His staff will pick up on it and act.

He made a Royal decree that all employers will pay or he would get involved, by him he would mean his staff.

Yes . You can transfer anytime if your iqama is expire.

@abedrahman1976 i recommend you go to the ministry of labour or the Human resources authority or the police. 8 months is alot! You should write a proper letter to your employer and i think you can transfer without his approval.
