no it isn't; you can do volunteer work from what I understand in exchange for room & board in a village. To be honest, I have not done that so I don't know how the process goes, but from my understanding work force restrictions are strongly enforced in Fiji.

No, the question was about working while traveling. Visitors, to my knowledge  do not qualify for work permit.

You cannot work in Fiji without a work permit. Tourists, travelers cannot work.
