Considering retiring in San Jose area.  Have a current R.E. Lic since 81 in the US.  Need current information on  selling Real Estate / License / suggestions in C.R.  Need to communicate with  connected / informed person in the market .

Since your anticipated participation in the Costa Rican real estate market would be in direct competition with native agents, it would be a violation of the terms of your tourist visa and your temporary residency. In short, a non-Costa Rican cannot compete for employment with a Costa Rican citizen. The only exception would be if you bring unique skills not found in the local employment pool and if you can then get a work permit. That's highly unlikely.
