The Paphos Sewerage Board is an Organization under Public Law which was established by the decree of the Council of Ministers no. 616/93 on 28 April 1993 in accordance with the provisions of the Sewerage Systems Law of 1971 until 2020.
The S.B.P is under the Ministry of Interior and is controlled by the Auditor General of the Republic. It is governed by a 29-member Board of Directors and is staffed with a 34-member Service.
The powers, responsibilities and purpose of the Board are defined in the Law on Sewerage Systems no. 1 of 1971 and the Paphos Sewerage Regulations which are approved by the House of Representatives and published in the Official Gazette of the Republic.
The purpose of the Paphos Sewerage Board is to construct, operate and maintain the sewage / stormwater drainage systems as well as their processing and disposal. The Board covers the areas of the Municipalities of Paphos and Geroskipou and the Community Councils of Achelia, Konia, Chloraka, Emba, Lemba and Kissonerga.
The construction works of the sewerage system started in 1999. The phase A of the project was completed and put into operation in the beginning of 2003. The construction of the phase B took place between 2007 -2012 and the areas related to the second phase are put into partial operation.
The financial funding of phases A and B were done via a loan received from the European Investment Bank and the Development Bank of the Council of Europe. Lending is secured with government guarantees.
The sewerage fees for the years 2020 and 2021 were calculated according to the estimated values of each estate that is registered (values of 2018) in the Paphos District Land Registry and which are within the areas that are covered from the Board.
The Sewerage Charges are imposed by the Board to cover the investment cost for the construction of the Paphos Sewerage Central System and the Drainage Sewerage System (sewerage and drainage charges), as well as to cover the operational and maintenance cost of the Sewerage System (usage charges).
Three different charges are imposed:
Sewerage Charge: The sewerage charge is imposed on all immovable properties annually.
Drainage charge: The drainage charge is imposed on all immovable properties annually.
Sewerage System usage charge: It is imposed on every property which is connected or should be connected according to the relevant notification issued by the S.B.P informing the property on the obligation to connect to the system. The charge is calculated based on water consumption and is included in the Water Board’s bill statements sent to consumers periodically (three-month period) by the Water Board of the area in which the property is located or by the sewerage Board of Paphos.
Until 2016, the Sewerage and Drainage charges were calculated based on determined rates and according to the general valuation of the immovable properties located within the Paphos Sewerage Board’s jurisdiction which were published on January 1st 1980, as these are determined by the Department of Lands and Surveys. After the recent amendment of the Sewerage Systems Law, which was published in the Government Gazette no 4596, dated April 7th 2017 (Appendix I, Part I) No. N35 (I)/2017, the sewerage charges shall be imposed based on the most recent general immovable property valuation as specified by the Department of Lands and Surveys.

For the public’s convenience, payment of the charges can be made via the following methods:
a) Internet: Online through the Board’s website or through the webpage of JCC Payment Systems Ltd at the address using your credit card.
b) Automatic settlement of bills through Banker’s order: Customers who wish to participate in the scheme should fill in the below form. According to the scheme, bills will be submitted to the respective bank for settlement. This authorization may be withdrawn or deferred by notifying the S.B.P in writing before the due date.
c) By Post: by sending a crossed cheque payable to the “Sewerage Board of Paphos”. The telephone number, the customer number and the reference number should be clearly written on the back of the cheque or please enclose your bill’s counterfoil. The payment receipt will be sent by post at the postal address registered in the Board’s archives.
d) At the S.B.P offices at Kinyra 23, Cosmos Court, 8011 Paphos, by cheque or credit card VISA/MASTERCARD/AMERICAN EXPRESS/UNIONPAY/JCB.
According to article 30 (3) (a) of the Sewerage Systems Law of 1971 – (No.2) of 2017, failure to pay the current year’s charges within the given deadline leads to a 5% penalty upon the unpaid amount if this is paid within four months of the payment deadline and to a 15% penalty if this is paid later than four months of the payment deadline.
