Non payment of salary by employer

My friend has a problem and has been worried.

He is under company visa(ajman visa) and he has not been working because the company says the currently don't have any contract for his position. NB. It's a Labour supply company

The problem is he has been home for a couple of months without getting any financial support from the company which he is still under thier visa.

So my question is does the company have to pay him some allowance while his waiting on them?
