Student Visa - How to get from within Portugal ?

A friend is about to start the Curso Anual de Portugue^s para Estrangeiros  at Coimbra Univ..


She tried extremely hard  -  many many visits back and forth -  to obtain  the Student  Visa whilst still in the USA.  Has all the paperwork,  Carta de Aceita,ca~o  from the Faculdade de Letras,  FBI Certificate and all the rest -


but it just wasn't possible.


What is the simplest way for her now  ( she  is arriving in Portugal tomorrow )  to obtain the Student Visa for the academic year ?

Is it a matter of setting up an appointment with SEF ?

If so, what's the simplest way to do that ?

Well, the situation is a bit different now in that she had to give up on obtaining the Visa in USA, and is now faced with attempting to obtain it from within Portugal.


My query is aimed at ascertaining whether it is indeed possible  ( and if so how easy / difficult ) to obtain the Student Visa from within Portugal.


And what would be the most productive mechanics for doing that ?


For example,  might it be possible to just turn up at the nearest Office of the S E F ?  And ask for an appointment ?


Or would they just refuse to see her if she has not obtained an appointment  in advance, via email or phone ?

It just occurs to me that there might be persons here with similar /  previous experience.

If she is arriving in Portugal tomorrow, probably the best thing is for her to enquire that at the university where she will be studying. She could try going to a SEF service centre, but I doubt they'll admit her, as it's all by appointment. And it's extremely difficult to make appointments at the moment, because SEF is being restructured...
