Does anyone on this Expat channel know of PortugueseImport Government individual(s) with classifications that can answer a specific "Car Title Ownership" question?

As directed by my shipping company regarding ISV and VATcar import taxation, the vehicle Title Issue Date has to be

6-months or longer to prove official ownership. The vehicle has been registered in my name for 4-years; the lien holder's name was recently removed from the title when the final payment was given. In the technical implementation of the rule cited by the shipper, the vehicle would be subject to the ISV and VAT car import taxation because the Title Issue Date does not reflect the 6-month or more ownership solely in my name.

You may be exempt from paying vehicle tax (ISV) if you owned the vehicle in the country of your former residence for at least 6 months prior to moving to Portugal. This starts from the date on which the vehicle registration document was issued, or from the date on which the leasing contract was signed.
