If you are looking to obtain the immediate right to citizenship in Cape Verde through marriage with a CV citizen, you are too late. The law was changed over a year ago so that this pathway to citizenship is no longer available, that is, unless you want to wait 5 years after the marriage to apply for citizenship.
If you wish permanent residency, that is unrelated to marriage. Anyone can apply for permanent residency in Cape Verde, provided you have a reason to reside permamnently, such as employment, business start up, investment, university, retirement. Once you have been a resident in Cape Verde for 5 years, you can apply for citizenship.
In other words, once the law was changed to a 5-year wait for citizen via marriage, there is now no need to get married to become a citizen. The citizenship by residency has always been one of the paths to citizenship and that path has not changed with the revised laws.
