Can anyone help me with this ...

I was late applying for a birth certificate for my newborn, now they are asking me to file a case, I didn't even understand what it was and how it is to be done. Kindly help.

You will need to consult / hire a lawyer to get the issue of resolved.

They asked to apply online using ekey - that is the possible ?
