A few weeks ago, I posted a question because I had problems activating my Claro chip that I had just bought. At the time, I thought it was a problem with my postal number, the CEP, but actually, it was about my CPF. Even though the error message always said CPF, I read CEP all the time. Strangely enough, when I tried to activate my chip (dozens of times…), I always got the error when I entered the postal number, which is step number 3. The first thing they ask is to enter your CPF and that always seemed to pass, as well as (obviously) my birthdate, so I guess it’s because the error showed up at this particular moment that I read CEP instead of CPF. Anyway, it’s clear that the problem is something with my CPF.

After many weeks of not being able to use my chip, yesterday i was near a Claro store, and since i had plenty of time, I decided to get this situation resolved. Unfortunately, even though they did their best, they could only tell me that there must be some kind of problem with my CPF and their system didn’t tell them what was the problem and how to resolve it, so they told me to check with the Receita Federal. So I went on their website, again, just to see (again) that the status of my CPF is nothing but normal. It just says Status: Regular, and there is nothing there that would point me to what is the problem. So I decided to just update my profile, hoping this might resolve the problem.

Thanks to a very complete answer of @bepmoht (Thx 😊), I was able to easily find the page to update my data at the Receita Federal website, so I entered all of the required information and confirmed. At that point I got a confirmation, saying that everything was ok, but that I had to send a certain number of documents (I think per e-mail, but I’m not sure anymore ), together with the confirmation I had just received, to complete the process (in my case, ‘update’ my CPF data). There’s a list of five or seven items you have to send and I have all of them, except one, which is of course a mandatory one… (there are also one or two non-mandatory items). So what they’re asking for is something called Titulo de eleitor. I have never seen or heard this term, but it’s quite easy to find the some information about it. (For example here: Tribunal Superior Eleitoral). 

Unfortunately I didn’t find anything about this titulo for foreigners. I have just a retirement visa, which may or may not get renewed at the end of next year (2025), so I don’t even know if I have or can have a título de eleitor. If not, yeah, it seems that I can’t activate my new Claro chip…

It’s all a bit confusing. For example, I djd find a page (  )which should allow to  display my titulo, but one of the requirements is this:

    •    Comprovante de quitação do serviço militar, para o alistamento, sendo o requerente do sexo masculino (para homens com 19 anos que ainda não tenham título eleitoral)


Of course I don’t have that…It really seems that whenever I find a solution to a problem, a new obstacle reveals itself. Maybe somebody has experience with that and had to resolve the same situation, or a similar one? Any help is GREATLY appreciated.

Only citizens can have that. It is a card giving you the right to vote.


Permanent residents and everyone else cannot vote, so, no titulo do eleitor for you. As a RNE holder here in all my many varied financial transactions across a broad spectrum of goods and services this requirement has never become an issue because my RNE status makes it moot in the systems. Neither have I had any problems either with the gov.br site, SUS site, Detran site, or any other requirements. Can you not ignore it and click your way thru on the site ?


Do you have an RF office you can make an appointment at ? That's how I'd approach it. Good luck.

If you want to update your CPF, they ask for this number in order to complete the process, meaning you have to send it (with a few other things) in an e-mail, together with the form ID that you get after filling out the form. But you’re right that I could just send everything but this number and explain that I don’t have one, it’s just that since it’s stated that this is a mandatory item, that thought haven’t even crossed my mind. But you’re right, I could try anyway, I have nothing to lose by trying.

yes, that will be the next step, if nothing else work. For obvious reasons, I would like to avoid that, but if it really is the only solution, that’s what I’ll do.

Chances are that it will be "the only solution" -- the RF is funny that way, although I've found them unusually cooperative face to face.


In your state, are there offices that bring various public services together under one roof for citizens' convenience?  Here in Amazonas they're called "PACs" -- "Pronto Atendimento ao Cidadão"; the name may be different where you are.  Rather confusingly, the state and municipal governments both have them and they have the same name, although the services they offer are different.  Besides state agencies various federal agencies have representatives at the state PAC, including the RF.  That's where I went to get my CPF record updated and it saved me a lot of time, especially since, as you've discovered, their online receipts are ambiguous enough to leave you wondering whether your input was really processed.

FWIW I have a rather deep IT background and analyzing how things work in software is something I cannot help but do. Brasilian websites, the public facing ones we all use, have their "nuances" shall we say......heh.


I went to Detran for a refund two weeks ago, and yesterday I checked the website for an update. I entered the protocolo and ignored the other 10 ambiguous fields, which to most users would appear to need to be filled out as a requirement before clicking send

Guess what. It worked.


I am sure they know as a gringo you don't need the TE and the system does as well, it's just not displayed nor described as such.
