Visa for the purpose of residency prior to TR application

Hi, anybody has a reliable info if visa for the purpose of resicency (TR application) is required for citizens of non visa countries (EU)聽 - a) prior to landing in PY, or b) could it be also obtained directly at the airport after landing from an immigration desk?聽 From my research, a) is requred, but some sources idicate tat b) is also an option.聽 Can anyone sort it out?聽 Thanks.
