@Mohd Rahman As you are Indian national (according to your profile), you need a German visa and residence permit to live and study in Germany. A permit from any other (EU-) country is not sufficient, it allows only visits.

To get a student visa, you need to apply for admission at a university of your choice first. (Note: Good German language skills are requied for most courses and recommended in any case.) Once you have that, apply for the visa at your country's German embassy.

I see that you also asked about "changing" your Croatian residence permit to a Norwegian (non-EU) one.

Please note that residence permits are strictly national and having one in country A does not help in getting one for country B. Also, it is NOT a good idea to move to a country where you don't speak the local language. So, unless you speak German AND Norwegian (plus Croatian, where you currently live), you better reconsider your unrealistic dreams!
