how to start and stay in Germany for good?

Hello everyone..hope the people who can read my forum would give me some brief idea on how to stay for good in Germany.

My husband (Syrian) and I (Filipina) planning to visit Germany. His friend can give us a tourist visa for 3months. We are deciding if we will stay in Germany for good what is the 1st step that we need to do in order to be citizen there? Is there any chance?

Please help...

Unfortunately, this is true: The EU is all but closed to foreigners who want to come here without familiy ties or for political asylum.

Whether this is right or good is hotly debated. I think not!
