Hi Julien,

Welcome is a relative term that would be based on what area you are talking about. Any investment will most likely be taken. The more important points are how would the investment be grown and will it be successful.
I have started three companies here with outside venture capital and local investment. Japanese corporate law changed in 2006 removing many of the previous obstacles to starting a company. 

You need to know what type of entity you wish to establish, Representative office,Branch office , Subsidiary, or your own Kabushiki Kaisha -corporation.
Your questions and how to go about that really require more information than can be typed out here. You would need to hire a gyosei-shoshi lawyer.
