How to interpret "Zimmer" (room) ?

Hello,

Advertisements of locations usually mention the number of rooms. Is it accurate to read it as number of "bedrooms"?

From a Dutch language course I realized that, for example, a 2-room place refers to "one as bedroom and one as living/dining room" in Netherlands. How is it in Germany?

the number of rooms refers to the rooms except kitchen, bathroom, hallway.
so a 2-room apartment is a 1 bedroom with a living room.
