Best mobile network for international texts

Hi all,

I moved to Dakar last week and bought a phone and a Orange sim card but I can't receive international texts (Ireland)with it although I can send them no problem. Does anyone have any experience with Orange and international texting? Or can anyone recommend a network here that would work better as my phone can fit two sims?
