Are there expat community living there, and are there secure,central and good locations: Dikilita艧, YILDIZ, ORTAKOY, ULUS,/ MURADIYE...??

Abbasağa, Ma莽ka, Cihann眉ma, teşfikiye, valide 莽eşme, Barbaros are the best of besiktas.
