I am not too sure about this but I think rolling papers are illegal in Mauritius. I have not seen any shop selling them to date. As for loose tobacco, I have not seen any shop selling it either. According to the Tobacco Board, a person must apply for a licence to be able to import tobacco or tobacco products for personal use. I think this is what pipe smokers do.

On a personal note, I would advise you to be careful with tobacco products...the legislation is not very clear on these types of stuff, so better be on the safe side.

Rolling are are illegal in Mauritius. You may have found a shop that sells, but I wouldn't advertise it here, since they do it (sell it) "under the table".
