Theres one EDI (Emirates Driving Institute) in Marina.

They are pretty good, and you can get an instructor who speaks Farsi and also the test can be done in Farsi language if you wish to do so..

They have a normal course, and a VIP course, the latter allows you to get a license within 10 days, but is costly!

You would need to bring the following:
1. Passport + Residence visa
2. Photos
3. NOL (No Objection Letter), basically that your husband or father agrees that you can get a driving license
4. Paying the fee

With your European D/L you can get Dubai D/L immediately.  Go to the Traffic Licensing Section in your near Police Station, and open a file for you.  They will guide you what to do.  Automatic car is the general standard here, and will be more suited for city driving.
