Can anyone tell me if I can rent a fixed line telephone in the USA that only accepts incoming calls? If so, then any guess at the cost and where it can be ordered?

You would be better off getting a prepaid mobile phone. That way it is your phone and you only take incoming calls and do not make any calls on the phone. No one else has access to that phone.
You may well be able to get a fixed line phone which blocks outgoing calls but you need to check out service providers in whatever area you are moving to for information on this.

Thanks for the suggestion, but I already have a mobile. However I would like a fixed line as well. This is because my family can call the USA from Europe free of charge. But not to a mobile. Thus if I had a fixed line available they could call me on it at no cost whereas calling my mobile would cost them an arm and a leg.

You can hire a phone from your local phone company and have them block outgoing calls.  At least this used to be true.  Things may have changed in the e-phone age.
