Hi.

I am starting grad school in Leuven this September.

I do not know your situation. However the application to Leuven was VERY easy. It was online only through their website. You have to upload basic documents and fill out a Pdf application which is like 5 pages long.聽 It's worth a shot looking into it yourself and might save yourself a lot of money than paying an agency.
