Im typing it literally since i do not know norweigan

Can someone please translate it for me. Im typing this as i hear it so i may be wrong.

What does this mean?

Can't really make out what it is you wrote but it sounds like you're being told the number was not available.

Did you dial +47 before the number, you need to dial that eg: +47xxxxxxxx be sure to enter his whole number. Norway unlike some other countries requires you to dial the whole number after the +47 country code, and not leave the first digit off.
