Ecuador welcomes short-term visitors from about 95 percent of the world's countries with a tourist visa granted upon arrival based on having a passport.

However, Pakistan is one of nine countries excluded from such visa on arrival. 

You will need to obtain a 12-X tourist visa BEFORE your trip.

You are also hampered by the fact that Ecuador does not maintain an embassy in your present country of residence, U.A.E.

Your best bet is to contact the Embassy of Ecuador nearest to you and request they tell you the procedure for applying for this advance tourist visa.

Any information posted by an expat-blogger in this thread in an effort to describe the procedure could be out-of-date or not applicable at the Embassy at which you would apply;  you need the official word, preferably in writing, such as an online Embassy statement or an email from the Embassy.

Depending on the latest visa requirements, should you obtain a 12-X visa and enter Ecuador, it is possible you may not be permitted to apply for a permanent-residency visa while here on the 12-X visa, and would have to exit Ecuador to be entitled to so apply.
