As you know here in saudi arabia if you want to stay you must have a job and should be under someone's sponsorship, leaving that aside assuming that you have already set that.
If you want to start with some business/office you must need a saudi sponsor who could do these thing for you and will be the owner of your business and profit will be shared either OR he will have a fixed salary OR if you are lucky ou will just pay for your expense only (like iqama cost, visa cost, company registeration etc)
Third step, you must need an arabic speaking person as people those visiting your office may not communicate, and you can continue with that assuming these factors..

ya i have some saudi fellows who are offering me sponcership with nominal straight charges monthly or annually but I am not sure from where to begin. either i should offer priviate low scale accounting or audit  consultancy to individuals (owners) or should start something else like supplying materials. etc.

Start whatever suits you just keeping in mind that you have to invest
Time and Money for couple of years,
you should have to keep patience while your business grow, and my personal advice is to start with the less budget and keep investing in timely manner as required by the business,
investment may include office setup, salaries, general expense and marketing.
Lets start with سجل تجارى i.e company registeration it's business, amount is SAR, owner of business and so on from Chamber of Commerce, see pre-requisities for that.
This is the first step you need to do in order to proceed
