Tiger,hi.We had the same problem,12 district is not cover by the UPC.
The other posibilities are T-Home which offers you a bundle :internet+phone and Digi who is quite good, as far as I heard.
Check this two companies and see what they can do for you.

Hi, try - they tend to be present whereever UPC is not... a lot cheaper, too.
