How long to wait after job offer from MOH

Hi,
I am from Pakistan and currently in Canada for my fellowship training. I have got a job offer after a Skype interview by Ministry of Health KSA. They offered me salary package which I accepted.
Now for the last 3 months I am waiting for there response for further paper work. They haven't sent me the contract and whenever I asked about the benefits I don't get a clear answer.
They hardly respond to my emails. When I called MOH the lady there said that my salary needs approval from HIGHER AUTHORITIES and can take upto 6 months.
Is this a common practice? What should I do?
