For this budget i can say it will be enough to stay in District 1 in a 2/3 star hotel.This is a back packers area. This is a tourist area and so i feel the hotels here are more in price due to the holiday makers residing in this area. However, you could negiotiate with the hotels in District 1 telling them you will be staying for longer and ask if they can offer you a discount? ..just a thought...

So may be away from District 1, you may be to spend less on accomadation. Are you coming here on holiday ? as your question says your moving to Ho Chi Minh for 1 month only?

If you give more details may be the others on the forum, expats or locals can help and adivse of better and cheaper places to stay?

Agoda.com and booking.com are an effective way to find hotel listings for Saigon.

If money is a concern, I suggest booking a hotel for a couple days and then going to see some in person-- hotels and airbnb would both be cheaper if you negotiate in person. Also you can find places on this website.

The cheapest hotel will probably run about 13-15$

I would also suggest you to stay in a 2/3 star hotel in D1, it's more convenient.  I used to stay in this hotel for almost a year, it's not right in the backpacker area but walking distance, so it was quite comfortable for me.  Depending on the size of the room, you may negotiate from US$250-US$300/ month all inclusive.  There is a shared kitchen on the ground floor in case you want to cook (need to discuss with the hotel staff on this in advance as well).
