i am syrian
i just get my paper
i'm in hoyerswerda right now
i wanna move to city in west or north of germany
to i can learn language and find work
i work as a marine engineer
so i need a
to find flat or room for rent if anyone can help

I assume as a marine engineer you need to be near the sea, right?
You need to first decide which city you want to move to, then look for accommodation there, and then apply for a permit from the authorities of your current residence to move there. The authorities of the town you want to move to can possibly help you, but in reality they are currently so overwhelmed by the inflow of refugees (and appropriate housing is rare everywhere) that you will probably get no support.
Since you anyway need to learn German first to have a chance of finding a job, I recommend you stray where you are and focus on the language until the current chaos is solved and the situation becomes easier for you.
