Welcome on the forum and probably soon in Bahrain.
I checked with my company's "experts" and as far as they know, your partner will be able to get a visa on arrival for one month that can be extended up to 3 months. After that he must leave the country for a few days and then come back to do the same.
Obviously for an European eye it looks curious ! To me it looks like we're "bending" the system to get a kind of permanent visa. But it seems that immigration is not too strict on that issue, their main problem not being Shengen citizens invasion
However, you have to keep in mind that it might change...
