Can anyone guide if one can setup a business, based on the partnership "work visa" ?

I have gone through the requirements of setting up the stuff, however, just confused in the visa status permissions.

As prettywitty has said you need to contact the relevant govt authorities about this.
Perhaps you can phone them and discuss this with them or if possible make an appointment to see them and discuss this face to face.
