We're going to have a vacation in cagayan de oro this month. Is cagayan de oro allow us citizen to travel there?

It is allowed to go, but officially not recommended by western governments. Most probably absolutely nothing bad will happen to you. Avoid rural parts and avoid to go out without local friends during the night.

yes the top post is correct, i would not go too far from your hotel at night as well as marshall law in place right across the island at present for a period of 60 days, i have been to De Oro quite a few times in the last year and found it quite safe, just be aware of your immediate surroundings
