There are many budget rentals available all across muscat. Prices vary from  150 to 250 OMR a month. I had a good experience with ABC rent-a-car. The contact number is 95859497 (I don't know if its still valid as I had left Oman a year ago). You can check many other local dealers online as well.

Please contact any tier 3 / low-end car rental company and you can strike a suitable deal with them for renting a car within your budget, on a monthly basis.
