Not possible to register Kids in Primary School

I've tried to register my 7 years old son in public school yesterday but I was told that it won't be possible until I get the Ikamet (residency). Meanwhile our Ikamet appointment will be at the end of November.
Is this only apply for public schools? Or is there any exception in my case?

You need residency in order to register your kid to public schools . You can try international schools if you don't want to lose time?

Its around 9.000tl -40.000 tl聽 per year (roughly 2.500-8000 usd )
