Shopping advice for a special meal

Hello everyone, it's mine and my boyfriendÂ’s 8 year anniversary on Thursday and I've been trying to find a nice restaurant Downtown (where we are living) but not been able to find anywhere which is not really expensive so was planning to make a meal at home for him.

The only problem is I'm not brilliant at cooking, I can cook a few meals like steak and Guinness stew, chicken casserole and egg fried rice with chicken, but at the same time have given my boyfriend food poising in the past by cooking pizza so was wondering if anyone could recommend something special to cook which will not be really expensive or hard to cook, or even better somewhere nice to go to eat Downtown which is not really expensive.
