Need advice to open business in Siem Reap

Hello
My name is Honey. I'm interested to do business in Siem Reap. I would like to get some advice from you please.

1. Is foreigner could own business for 100% without Cambodian partner?
2. To start the business what should I do please? I means how and where I can register business name and so on?
3. Do I need solicitor or accountant to do paper work for open business?
