request permanent residence card in Lisbon-Portugal

Hello all,
I have been living for 5 years in Lisbon and now I want to apply for the permanent residence card. I have an appointment for March 2018 in Odivilas SEF.
Does anyone have some experience on this subject? Do you know Odivilas SEF gives permanent residence card or not?
It would be appreciated if you help me
