Driving licence with 10 year non immigrant B2 visa. Help please!

Hi we have a ten year visa which allows us to visit the US for 180 days a year.  We would like to buy a car to save on car rental costs.  We would like to get a driving licence in Florida.  Could anyone please tell us what documents we need.  Seen lots of differing advice.  We do not have a social security number.  Thanks for your help!
