Information on some places to live

Hello everyone,
I am looking to see if anyone has lived or has heard if El Salto, Durango or Uruapan, Michoacán are good places for Expats? I have visited these places a few years ago and really liked them.

I want to know if they are good places to retire and if they are safe. I want to find a good, inexpensive place that is not hot.

I wouldn't hazard a guess about El Salto, but both Uruapan and Durango seem like decent places for a retired expat to spend some time in.     Uruapan's National Park alone would keep me interested in the city for at least 6 months.   It is beautiful.
