Dollar transfer from DR to Europe

Hi all,
I heave to transfer money from DR to Europe, anyone know what鈥檚 the best way or bank to do that?
I have a dollar account; at Progreso they ask 12900 pesos for transfer 1000 dollar in euro, it looks incredibly expensive.
They say that have to change from dollar to pesos and from pesos to euro plus 55鈧� for commission...
It doesn鈥檛 make any sense to me...
Any suggestions?

Can you ask for a Bank Check or a Cashier's Check in dollars? Then use a courier service. If your money is in dollars good. If not, change the pesos to dollars at the going rate & buy the checks. But, then it sounds too logical. Good luck to you. Ignore the "brass".
