Exchange of UK Driving license for EU/Romanian for 'no-deal' Brexit

HI. UK Goverment are advising that in the case of a 'no-deal' brexit UK drivers will lose the ability to exchange driving licenses for EU ones without having to re-take a driving test. That's a problem for anyone with a UK license who is planning to stay in Romania long-term. see link:



The European and Romanian official web sites give some information but I'm still unsure where to start as I am not in Bucharest.



Has anyone out their been through the 'exchange of driving license' process and willing to point me in the right direction?.

If you will get exchanged until the brexit date in March them it will be easy following the regular EU procedure, after that, depending on the deal (or not) the things will be future clarified. In a no-deal brexit it is the possibility to have to pass again the driving exam.

Just changed mine over, and it arrived back to me today in the post.

My UK licence expired on the 12th of march, so I had to exchange mine, even so with Brexit we will all have too anyway.

Relatively simple process, I just had one typical Romanian hic up, my medical certificate didn't state category b+e and I had to go back to the medical center to get that document corrected, then I returned the following day to leave my documents with the Romanian DVLA office in pipera.

That's my only advice really, double check your documents are correct, and then double check again.

Copy of passport, copy of Romanian identity card, copy of current driving license, which must be translated into Romanian, Romanian DVLA type form (I filled that in at the office, but it saves time if you can find it elsewhere) tax paid receipt and medical certificate.

And good luck, the woman in the office was awful, a truly horrible person.

I have a US License.
I was told it was a straight exchange with no tests required.
Do you surrender the foreign license or simply provide a translated copy?
If you provide a current license is the Romanian replacement for a full term? How long is the Romanian license good for?

I surrendered my full licence,  during the process, and was issued with a temporary ticket. My new Romanian licence is valid for ten years, as are all EU licences.

I can't advise on US or non EU countries how it works.

Do you need to get the documents professionally translated by translator accredited by the authorities in RO before your UK DL can be converted to a RO one?

My wife just went to a local public notary for me, it's the stamp that is important, it cost 50 lei

But yes I do think it's an accredited translated with a stamp. I know she emailed a copy of my license to them and then they did it the same day, she collected it in person.

Do you need to get the documents professionally translated by translator accredited by the authorities in RO before your UK DL can be converted to a RO one?


No because of EU licenses are the same format.

I've heard that you no longer need the medical certificate or a translation of your old licence.

Can anyone confirm this? I really can't take the stress of more Romanian bureaucracy! What is the Romanian equivalent of the DVLA? We are nowhere near Bucharest & I read in the past that the local police station could sort out swapping a UK licence for Romanian.

@Robin & Sue: if you're on Facebook, trying joining the Britons in Romania group - they have lots of info on the legalities we face regarding Brexit. There were some meetings between the British Ambassador and a Romanian Minister where the requirements were clarified.

Hi - where did you get your medical done for your renewal? Everywhere I call says they will only do Class B but my UK licence has B, C & D which I'd like to retain as you never know when you might need to drive a mini bus or 7.5T Luton van. Thanks in advance for any advice.

My license is with b + e, there was a problem at the doctor's because they didn't write my correct driving rights on the medical, the woman at the Romanian DVLA noticed it and just went back to the doctor's to correct the problem, the next day I went back to pipera, and it was all sorted.

The doctor's surgery is on boulevard Timisoara, sector 6, opposite the corner of valea oltiulu, there is a tram stop Infront of it. It's also in the rodbun building, I don't remember the name of the clinic or have a phone number.

Either way I would imagine a clinic can sort the catagory c too.

Check and double check all your documents, make sure the medical certificate has all your catagories written and they are correct.

Expect a line too at pipera, also for EU nationals there is a small office were we must go through the whole process, arrive there early, it took me about two hours the first day, only to find my medical was incorrect, I had to go back the day after.

The woman (official) was extremely rude and very difficult too, good luck with it all.

I had a Romanian colleague look at the DPCIV website and she found that I could book an appointment in advance - so fingers crossed that appointment counts for something when I go on Wednesday.

So an update. The appointment turned out to be bogus. Arrived at about 8am and eventually got parked about 0820. Car park is chaos so allow plenty time or get Uber. I followed signs for drivers licences. Got a ticket and went to the room for foreigners only to be told she dealt with Buchatedt and I had to go downstairs as I live in Ilfov. So this is 1st point Bucharest is upstairs and Ilfov is downstairs to the left. The ticket machine didn't work so I asked and was told to come back at 11am as that's when they opened to process foreign applications. Back at 11 and got ticket S004 so figured a short wait, how wrong I was. After 90 mins I was told they process locals first as they are easier and they'd do foreigners soon. At 1330 they called S001 but it took nearly 30 mins per application. They dont post out the new licence so I have to go collect it. Hoping I dont have the wait again. Has anyone experience of picking up their new licence?

Mine was posted to me, I live in Bucharest though.

I am not surprised your experience didn't go smoothly though, every single time anyone (English or Romanian) has to do any kind of official document it's always a knight mare.

In a few weeks I hope to make my ten year residence bullitin, I bet I will be back and fourth a minimum of two times lol.
